The Public Art Virginia Beach Foundation invites experienced artists or artist teams to provide site-specific public art for the Lesner Bridge Replacement Project. Up to five finalists will be selected to develop a conceptual proposal for the project. Each selected artist/artist team will be given an honorarium of $1,000 to create the proposal.

Up to five artists/teams will be paid an honorarium of $1,000 to develop and present site specific proposals. The Foundation proposes a budget of approximately $350,000 inclusive of all expenses including design, materials, fabrication, installation, lighting, travel, permits, taxes and fees. The selected artist will be required to provide a warranty for the artwork to include two years of maintenance or repair, provide a performance bond and plans that are stamped by an engineer licensed in Virginia.
Artists and/or artist teams must be at least 18 years old. There are no geographic limitations; however, the Foundation cannot provide housing or transportation. Artists must have previously created public art, large-scale works, or exterior projects; carry personal liability insurance for the duration of the project; be willing to meet all contractual obligations and adhere to a strict timeline.
The Lesner Bridge connects the bay area to the Virginia Beach shore, crossing the Lynnhaven Inlet at the mouth of the Chesapeake Bay. The Lesner Bridge is a “twin bridge” consisting of two bridges; one with dual eastbound lanes, and one with dual westbound lanes. In June 2014, the City of Virginia Beach started construction on a new replacement bridge that is estimated to be completed by June 2017. The new bridge will be capable of handling six lanes of traffic and each bridge will include a 10-foot wide multi-use path for use by pedestrians/recreational cyclists.
This RFQ seeks qualified artists to provide a site-specific public art for the Lesner Bridge Replacement Project. Possible locations for the artwork include 1) an overlook on the South side of the East bound side of the Bridge and/or 2) in the median along the western approach.
Submission and Deadline
All RFQ materials must be received in the office no later than September 9, 2015. Incomplete or late submissions will not be considered. Application materials will not be returned.
