The Baltimore Office of Promotion & The Arts, Inc. (BOPA) is a non-profit arts and events organization charged with making Baltimore a more creative and vibrant city. The organization’s programs include city-wide special events and festivals (Artscape, Baltimore Book Festival, parades, fireworks) as well as management of historic sites and cultural facilities (School 33 Art Center, Top of the World Observation Level, Bromo Seltzer Arts Tower, The Cloisters). As the City’s designated arts council, BOPA administers arts education and cultural programs, awards grants, and coordinates the 1% Public Art Program.

BOPA is now accepting proposals for exhibitions in gallery spaces at the BOPA main office, Bromo Arts Tower and Top of the World Observation Floor at the World Trade Center. Each exhibition will be approximately two months long during the FY15 exhibition season, September, 2014 to June, 2015.

The BOPA office at 10 E. Baltimore Street, 10th Floor, has exhibition space in the lobby and conference room. The office is open M – F, 9am – 5pm, for viewing the spaces.

Bromo Seltzer Arts Tower is located at 21 South Eutaw Street and has space available on two floors. The building is open to the public for viewing every Saturday 11-5pm. This historic building houses 15 floors of artist studios and has two small rooms on the lobby level and a larger gallery space on the mezzanine (2nd floor) level. Due to its historic nature, the Bromo galleries have some limitations. A site visit is recommended. www.bromoseltzerartstower.com

Top of the World Observation Level, located on the 27th floor of the World Trade Center at 401 East Pratt Street, is open to the public 7 days a week during the summer and 5 days a week during the winter (see website www.viewbaltimore.org for details). There are two walls each 37 1/3 ft. long dedicated to exhibitions. The windows at Top of the World offer a 360° view of Baltimore, which attracts visitors from all over the world.

The first time I met Steve Powers, he climbed out of the big white BOPA family van sporting a yellow raincoat and a Guided by Voices T shirt. The world-renowned Philly-born graff-writer-turned-Fulbright-scholar was in town for a marathon of cross-city site visits and community meetings for our upcoming Love Letter to Baltimore project this fall. (Haven’t heard much about it yet? That’s because we’re still planning it!) When Housing offered up the wall space for what Steve called a “temporary forever” mural, he tacked that onto his trip.

I showed him the lift and pointed out the wall at 2454 E. Eager Street—the corner house in a row of city-owned vacants slated to be demolished later this summer.

He quickly walked passed it and all the way down Eager Street. The yellow raincoat floating behind him made him look like a mad scientist.

When he came back he asked if they were all vacant. I said they were, that we had just planned on the wall at 2454, but we could ask about the rest.

Less than 24 hours later we were signing a right of entry agreement for 35 properties; Steve ordered 10 gallons of “Ravens Purple” and a power generator for his paint sprayer and got to work. Not on painting, but on talking to the people who live next door—on Montford, on Eager, on Port—about what they love and what they hate about their city.

So began the first line of Steve ESPO Powers’s Love Letter to Baltimore: FOREVER TOGETHER / I AM HERE BECAUSE ITS HOME.

The In Practice program offers artists curatorial and financial support to create new work for exhibition at SculptureCenter. We invite artists to submit proposals for new projects to be presented in early 2015. Artists selected for the In Practice exhibition will receive a $250 honoraria and a maximum of $1500 in production support. The level of production support will depend on the scope of accepted works and available funding.

SculptureCenter is a not-for-profit arts institution that takes the history and legacy of sculpture as a framework from which to consider the diverse activity taking place in the field of contemporary art, SculptureCenter’s program encourages artists and audiences to explore the possibilities of sculpture and the multifarious ways in which sculpture is developing and connecting to other forms of expression. Past In Practice participants include: Michele Abeles, Fia Backström, A. K. Burns, Michael DeLucia, Aleksandra Domanovic, Amy Granat, Joanna Malinowska, Justin Matherly, Virginia Overton, Marlo Pascual, Xaviera Simmons, Valerie Snobeck, Agathe Snow, Josh Smith, and Erik Wysocan.

SculptureCenter seeks proposals that offer new ways of considering sculpture or furthering the understanding of the discipline and how it can intersect with other mediums. Artist proposals will be reviewed relative to the following criteria:
– Quality of the proposal and prior work
– Responsiveness in regards to the specific context of SculptureCenter
– Feasibility of the project

All lower-level exhibition spaces, the building exterior, the website, and projects outside of the confines of the building are available for In Practice proposals. Artists are encouraged to experiment with unconventional display and exhibition formats. Past In Practice projects have included objects, installations, performance, web-based works, institutional interventions, mobile apps, multiples, and publications. Building images and floorplans may be downloaded from our website, as well as examples of previous works presented through the program. Due to building renovations, there is no access to the lower level galleries during regular gallery hours however on Saturday May 3, 2014 the space will be open for site visits. There are no geographic eligibility requirements, but the budget does not provide for travel or accommodation costs.

SculptureCenter curatorial staff and a select advisory committee of artists, curators, and critics will conduct a preliminary review of proposals. A limited number of artists will be contacted for further information and/or studio visits during the fall. Submitting artists will be notified by email by Fall 2014. No calls please.

IMPORTANT: Your application must be submitted through our website by 11:59pm on June 13, 2014. We strongly recommend that the application be completed online several days in advance of the deadline, as we anticipate high volume on our server on the night of June 13th.

With a successful 2013 behind us, Maryland’s premier theatre and performing arts festival is roaring back with a gusto for 2014. Below, please find  information on this year’s festival, artist applications, and the steps needed to apply to be one of the performing groups presenting this year at the Charm City Fringe Fest. Follow the four steps below to apply!

Performing – Performing at Fringe-managed venues or bringing your own venue is a fantastic experience for seasoned and emerging performers.

Selection Process – Your application will be evaluated by a team of your peers looking at specific criteria.

Overview of the Opportunity

The Program Management Consultant (PMC), contracted to the Maryland Transit Administration (MTA), is seeking artists and artists’ teams to create site specific artworks and artistic enhancements for the future Baltimore Red Line Light Rail Line. There will be art opportunities at approximately 23 major locations, including five underground stations, fourteen above ground stations, one pedestrian connector, two portals, Route 40 bridges, and other infrastructure elements.  For more information about the project visit:  www.BaltimoreRedLine.com.

The Baltimore Red Line is a 14.1 mile east to west light rail line connecting Woodlawn to the Bayview MARC Station through downtown Baltimore City and Baltimore County.  Construction of the Red Line is expected to begin in 2015 and end in 2021.

Project Description

This Call for Artists is to create a roster of artists and designers of all types including 2D and 3D artists working in a variety of media to create integrated public artworks for the stations, environs and connecting infrastructure.

Up to three artists may be selected for each station or other major locations listed in Section 1.1 for an approved roster.  If selected for the approved roster, qualified artists will be assigned one or more specific opportunities by location and paid a stipend to create artwork proposals for specific station(s) or individual location(s).  From these proposals, artists may be competitively selected for award of contracts to design and integrate artwork into the overall station and infrastructure.  Artists would also work with the communities to create artwork that highlights the cultural vitality of the region, and reflects the artistic, cultural and/or historical interests of the surrounding communities.

Selected artists should be cognizant that consideration of art that relates to the local community is a feature required in the final art design in order to be eligible for federal funding.  Research, possibly including direct community contact, may require a site visit to obtain the necessary input.

Specifically, the Federal Transit Administration (FTA) requires the following criteria be used when artists are involved in planning and design of transit projects and/or when individual works of arts are commissioned:

(1)       Quality of art or design,

(2)       Impact on mass-transit customers,

(3)       Connection to site and/or adjacent community; art that relates, in form or substance to the cultures, people, natural or built surroundings, or history of the area in which the project is located,

(4)       Appropriateness for site, including safety and scale,

(5)       Durability of material,

(6)       Resistance to vandalism, and

(7)       Minimum maintenance.

Accordingly, selected artists will be bound by these requirements when submitting proposals in response to competitive Requests for Proposals (RFP) that will be issued by the Soliciting Organization (1.3). Therefore, artists that can demonstrate these criteria were considered and applied in the experience portions of their submission can improve the likelihood of selection.

Project Locations

A series of competitive RFPs will be issued by the Soliciting Organization following the creation of the roster of qualified artists.  Each solicitation will request proposals for one or more of the project locations listed in 1.1 above.  Projects may be solicited individually, or grouped by type of project (e.g., underground stations, at-grade stations, plazas, buildings and infrastructure).

Project Goals

The purpose of the Art-in-Transit Program is to enhance the travel experience, to promote transit use and to engage the community.  Possible opportunities for artworks and artistic enhancements include feature walls, ground planes and plazas, streetscapes, light installations, fences and railings, portal walls, functional objects, bridge enhancements, retaining walls, pylons and other possibilities. The Baltimore Red Line Art-in-Transit Master Plan will be available to the selected artists.

Solicitation Process

Details and the form of the follow-on procurement are still under review but those details would be given to the artists on the approved roster as a prelude to making a proposal. The follow-on RFPs are anticipated to be issued to meet near-term, critical path design requirements with the remainder of the requirements to be met in a later phase.

Solicitation Tentative Schedules

The Application Deadline for this Call for Artists which will result in creation of the artist roster for all project locations is Friday, June 13, 2014, 5:00pm Eastern Standard Time.

The schedule for the follow-on RFPs will be as follows:

Call for Artist Finalist Notification and Invitation to Submit Proposal: June 2014
Artists’ Proposals Due : August 2014
Commissioned Awards: August/September 2014

Remaining Stations and Infrastructure Schedule

RFPs for the remaining locations will be issued in series beginning approximately in September, 2014.  Proposals will be due approximately 6 weeks after release of each RFP.  Selection of artists and award of artist contracts will be made approximately 6 weeks after receipt of proposals.

Artists’ Eligibility

This Call for Artists is open to all professional artists or artists’ teams with public art experience. If artists are applying as a team, the team should be declared in the Artist Statement, specifying a team leader to receive notifications.  Although it is not required, preference may be given to artists who have previously participated in or received a commission for a major public art project, particular in a public transit environment.  Qualified artists will be considered regardless of race, color, religion, creed, national origin, sex, marital status, physical or mental disability, sexual orientation, genetic information or age. Local artists are encouraged to apply. If you applied for Phase 1, you will need to re-apply to be considered for Phase 2.
